No problem - this is where benchmarking comes into play. SQL Governor uses official spec.org benchmarks that are closest to database workloads (integer throughput baseline values). We store these benchmark values for each server-processor combination, and they can be scaled to any number of logical cores. The benchmark ratio between the source and target server is used to calculate the CPU usage forecast on the target server. New benchmarks added to SQL Governor with each release and also on an on-demand basis.
What if my source and target servers have different hardware?
